摘要
随着滑雪产业发展的加速,供给侧结构性改革开始被需求,特别是聚焦区域视角更需要从供给侧思考如何进行结构性改革。黑龙江省是我国区域滑雪产业发展的典型代表,在供给侧也是最先呈现出结构性问题的区域,通过文献资料调研及专家访谈等方法对黑龙江省滑雪产业发展的现实情况、供给侧结构性要素及短板呈现进行判断,在此基础上揭示其供给侧结构性改革路径及政策取向具有突出的现实应用价值。研究表明,黑龙江省高质量滑雪服务供给少,滑雪服务技术创新不强,多元投资主体未形成,滑雪服务供给附加值低;改革路径应聚焦滑雪资源区域定位与产权改革,重视滑雪服务特色提升和产业链拓展,并通过区域内滑雪消费和品牌性运营完成;制定区域滑雪消费需求满足政策,完善区域投融资政策。
With the rapid development of ski industry,supply side structural reform began to be demanded,especially from the perspective of regional development.Need to think about how to carry out structural reform from the supply side.Heilongjiang is a typical province of the regional development of skiing industry in China.It is also the first region with structural problems on the supply side.Through literature research and expert interviews,this paper evaluates the current situation of skiing industry development,the supply side structural elements and the short board.On this basis,it is of great practical value to reveal the supply side structural reform path and policy orientation.The results show that:The supply of high-quality skiing service is few.The innovation of skiing service technology is not strong.The multi-investors are not formed,and the added value of skiing service supply is low.The reform paths should focus on regional positioning and property right reform of ski resources,and pay attention to the promotion of ski service and industrial chain expansion,and the reform should be completed through regional ski consumption and brand operation.In terms of policy orientation,it is necessary to implement the transformation policy from the regional perspective,formulate satisfaction policy of the regional ski consumption demand and improve the regional investment and financing policy.
