摘要
本研究在梳理德国社会保险制度发展历程的基础上,重点分析了其历史先进性及其深层根源。其发展特征包括:德意志地区是欧洲互助保险的重要起源地之一;德意志帝国时期始创了现代社会保险制度;魏玛共和国时期德国公民社会保险权的宪法化具有重要意义;第二次世界大战后,德国自主进行了社会保险制度的民主改造;开始于20世纪后期的德国社会保险制度改革具有显著的内在性。这些既是德国社会保险制度发展史上迥别其他国家的重要历史事实,也成为德国社会保险制度历史发展较其他国家具有先进性的一个重要标志,从而使得德国社会保险制度的发展对世界社会保险制度产生了重要影响,并成为全世界社会保险制度的重要模式之一。德国社会保险制度发展的历史先进性,既植根并适应于德国不同历史发展阶段的时代要求,又植根于德国社会思想理论发展的系统性中。
Germany is one of the important origins of mutual insurance in Europe.The German Empire was also the founder of the modern social insurance system.The constitutionality of the German civil social insurance rights in the Weimar Republic was of great significance.The democratic transformation of the German social insurance system after World War II was carried out by itself.The social insurance system reform in the late 20th century has notable endogeneity.These are both important historical facts of different countries in the development of the German social insurance system,and also signal its advancement compared with other countries.Thus,the development of the German social insurance system has an important influence on the development of the world social insurance system.It has become one of the important models of the world social insurance system.The historical advancement of the development of the German social insurance system is not only rooted in and adapted to the requirements of different stages of German historical development,but also rooted in the systematic development of German social ideologies and theories.
