摘要
西北地区矿产资源富集,分布有成长型资源城市12个,占全国31个成长型资源城市总量的38.7%。能源产业是西北地区经济发展的重要支柱,因此,成长型资源城市高质量发展对于西北地区经济发展以及新时代推进西部大开发都具有十分重要的意义。然而,能源产业在拉动经济增长的同时却会对当地的生态环境、产业结构以及创新能力等产生重要影响,如果发展方式不当,则会严重影响区域经济社会协调、可持续发展甚至会陷入“资源优势陷阱”。本文以成长型资源城市甘肃庆阳市为例,在分析庆阳经济发展面临的挑战与机遇的基础上,提出了庆阳应树立新发展理念,积极推进资源性产业绿色转型发展,建立完善的绿色发展机制,构建绿色产业结构,建立循环经济发展模式,大力发展生态农业、生态旅游业、大数据、“互联网+”等新兴绿色产业和第三产业,提升经济绿化度,推进经济多元化发展,减少区域经济对资源产业的过度依赖,避免经济发展出现大起大落,实现资源开发与经济、社会和生态绿色、均衡、可持续发展。
The mineral resources are abundant in Northwest China.There are 12 growing resource cities,accounting for 38.7%of the 31 cities in China.Energy industry is an important pillar of economic development in Northwest China.Therefore,the high-quality development of resource cities is of great significance to the development of Northwest China.However,the energy industry has an important impact on the local ecological environment,industrial structure and innovation ability.If the development mode is improper,it will affect the regional economic and social coordination and sustainable development,and even fall into the“resource advantage trap”.Taking Qingyang,a growing resource-based city in Gansu Province as an example,based on the analysis of the challenges and opportunities,this paper puts forward that Qingyang should establish a new development concept,promote the green transformation and development of resource-based industries,establish a sound green development mechanism,construct a green industrial structure,establish a circular economy development model,and develop ecological agriculture,eco-tourism,Big data,“Internet plus”and other emerging green industries and the third industry.These measures will enhance the economic greening degree,promote the diversified economic development,reduce the excessive dependence of the regional economy on the resource industry,avoid violent fluctuations in economic development,and achieve the green,balanced and sustainable development of resources and economy,society and ecology.
