文化治理视域下国有文化企业社会效益的制度渊源、理论内涵与实现路径研究 被引量:2

On the Institutional Origin,Theoretical Connotation and Realization Path of Social Benefit of State-owned Cultural Enterprises in the Perspective of Cultural Governance

摘要 从文化管理到文化治理的转变有着深厚的制度渊源,“把社会效益放在首位,实现社会效益和经济效益的相统一”的治理原则、目标与框架随着文化体制改革深化而逐渐明晰,由此“国有文化企业社会效益”的政策话语不断形成与演进。在文化治理视野下,国有文化企业社会效益表现出多主体协商互动,人民文化权益目标指向,价值理性与工具理性统一,政治性、文化性、社会性与经济性的互构等内涵。在国有文化企业社会效益实现路径上,一方面将国有文化企业视为文化治理的对象或载体,不断完善内外部管理体制和文化创作生产服务机制;另一方面,国有文化企业参与到文化治理之中,逐渐提升对文化的治理水平和社会服务能力。将文化治理的指标细化到国有文化企业社会效益考核评价中有其必要性。 The transition from cultural management to cultural governance has a profound institutional origin.The governance principles,objectives and framework of“putting social benefits first and realizing the unity of social benefits and economic benefits”have gradually become clear with the deepening of the cultural system reform,thus the policy discourse of“social benefits of state-owned cultural enterprises”has been formed and evolved continuously.From the perspective of cultural governance,the social benefits of state-owned cultural enterprises are characterized by multi-subject consultation and interaction,the target of people’s cultural rights and interests,the unity of value rationality and tool rationality,as well as the mutual construction of politics,culture,society and economy.On the path of realizing the social benefits of state-owned cultural enterprises,on the one hand,state-owned cultural enterprises should be regarded as the object or carrier of cultural governance,so their internal and external management system and the service mechanism of cultural creation and production should be constantly improved.On the other hand,state-owned cultural enterprises should participate in cultural governance,and gradually improve the level of cultural governance and social service capacity.Therefore,it is necessary to subdivide the index of cultural governance into the evaluation of social benefit of state-owned cultural enterprises.
