摘要
目前我国的PPP模式尚处于推广探索期,在整个项目的建设与运营中,土地问题是整个项目建设的开始,也是贯穿和影响整个项目的非常重要的一环。本文首先分析项目用地性质以及取得方式,随后在此基础上分析在土地的取得与使用环节中可能出现的用地风险以及防治措施,为PPP模式中项目主体在用地环节上提供一些参考。
at present,China's PPP mode is still in the promotion and exploration period.In the construction and operation of the whole project,the land problem is the beginning of the whole project construction,and is also a very important link throughout and affecting the whole project.First of all,through the analysis of the nature of the project land and the way of acquisition,and then on this basis,it analyzes the land use risks and prevention measures that may appear in the process of land acquisition and use,so as to provide some reference for the project subject in the PPP mode in the land use link.
