摘要
“案-件比”质量评价指标的引入,在促进检察机关发挥审前环节主导作用的同时,也对公安侦查效率的提高具有积极影响,并提出了更高要求。“案-件比”指标以提高法律文书质量、增强检察机关提前介入的能动性和推动会商机制建设等形式,推动侦诉良性互动发展。公安机关应当完善案件管理制度,加强专业化建设和警力资源配置,切实提高证据和程序材料质量,主动适应“案-件比”指标带来的检察监督环境和办案环境的变化,促进节约司法资源和提高审前程序效率的正向反馈发生。
The introduction of the“case-to-case ratio”quality evaluation index promotes the procuratorial organs to play a leading role in the pre-trial procedures,and also has a positive impact on the improvement of the efficiency of public security investigations,and puts forward higher requirements.The“case-to-case ratio”index promotes the development of a positive interaction between investigations and prosecutions in the form of improving the quality of legal documents,enhancing the initiative of procuratorial organs to intervene in advance and pushing the construction of consultation mechanisms.Public security organs should improve the case management system,strengthen professional construction and the allocation of police resources,effectively improve the quality of evidence and procedural materials,and actively adapt to the changes in the procuratorial supervision environment and case handling environment brought by the“case-to-case ratio”index,and promote positive feedback on saving judicial resources and improving the efficiency of pre-trial procedures.
