福州地铁工程建设隐患排查治理体系研究

摘要 为有效消除福州地铁建设工程中出现的各类隐患,根据福州地铁组织管理结构和参建各方隐患排查职责,编制了福州地铁工程建设隐患排查治理管理办法,并基于智慧互联技术开发了隐患排查模块,进而构建了完善的隐患排查治理体系。该体系率先将隐患排查与工程进度进行关联,完成了被动抽查到主动排查的转变;实行全员参与以及明确责任主体、落实职责分工的三层管理落实机制;以信息化平台为抓手,将智慧管控平台打造为各参建单位履行职责的有效手段。工程实践表明,该体系弥补了地铁工程施工进度与隐患排查的脱节,有效提升了现场安全管理水平,对于其他城市轨道交通工程建设隐患排查治理体系构建也具有很好的借鉴作用。 In order to effectively eliminate various hidden dangers in the Fuzhou metro construction project,according to the Fuzhou metro management structure and the hidden danger investigation responsibilities of all parties involved in the construction,the Fuzhou metro project construction hidden danger investigation and management measures have been compiled,and the hidden danger investigation has been developed based on the smart interconnection technology module,then build a complete hidden danger investigation and management system.The system takes the lead in linking hidden danger investigations with project progress,completing the transition from passive spot checks to active investigations and implements a three-tier management implementation mechanism that includes full participation,clarification of the main body of responsibility,and implementation of the division of responsibilities.The smart management and control platform is an effective means for all participating units to perform their duties.Engineering practice shows that the system makes up for the disconnection between metro construction progress and hidden danger investigation,effectively improves the level of on-site safety management,and has a good reference for the construction of other urban rail transit engineering construction hidden danger investigation and management systems.
