摘要
推进治理体系和治理能力现代化是“双高计划”背景下高职院校发展面临的创新命题,构建科学化、规范化的评价指标体系则是推动高职院校治理体系现代化的必然选择。基于协商治理的理论视域,围绕高职院校治理活动的有效开展,运用德尔菲法初步构建了包括治理理念、治理主体、治理结构、治理机制、治理效果等5个一级指标、16个二级指标和24个三级指标的高职院校治理体系现代化水平评价指标体系,以期为新时代高职院校治理体系现代化水平研究与评价提供一个有效分析框架。
Promoting the modernization of governance system and governance ability is an innovative proposition for the development of higher vocational colleges under the background of"double high plan",and to build a scientific and standardized evaluation index system is an inevitable choice to promote the modernization of governance system in higher vocational colleges.Based on the theoretical perspective of negotiated governance and focusing on the effective development of governance activities in higher vocational colleges,the Delphi method is used to preliminarily construct an evaluation index system for the modernization level of governance system in higher vocational colleges,including 5 primary indicators of governance concept,governance subject,governance structure,governance mechanism and governance effect,16 secondary indicators and 24 tertiary indicators,which will provide an effective analysis framework for the research and evaluation of the modernization level of the governance system of higher vocational colleges in the new era.
