摘要
习近平法治思想是集时代性、实践性、系统性、原创性于一体的开放的科学理论体系,法治政府建设理论是其重要组成部分与核心篇章。习近平法治思想中的法治政府建设理论内涵丰富,对法治政府建设的战略定位、核心目标、衡量标准、着力重点、实现路径等做了全方位的体系化建构,凝聚了党的十八大以来法治政府建设的理论成果和实践经验,有以下四个方面的重大创新:拓展深化了党的领导理论、创造性提出了"三个共同推进、三个一体建设"理论、充实完善了严格执法理论,推动了行政法基础理论、法治理念、具体制度的发展。
Xi Jinping Thought on the Rule of Law is an open scientific theoretical system that integrates time,practice,system,and originality.The theory of the construction of a government under the rule of law is an important part and core chapter.The theory of rule of law government construction in Xi Jinping Thought on the Rule of Law is rich in connotation.It has made a comprehensive and systematic construction of the strategic positioning,core goals,measurement standards,focus points,and realization paths of the construction of a rule of law government.It has condensed since the 18 th National Congress of the Communist Party of China.The theoretical achievements and practical experience of the construction of a government under the rule of law have major innovations in the following four aspects:expanding and deepening the party’s leadership theory,creatively proposing the theory of"three common advances and three in one construction",and enriching and perfecting the theory of strict law enforcement.It also promoted the development of basic theories of administrative law,the concept of rule of law,and specific systems.
