摘要
为了剖析全球性经济冲击发生后国际贸易政策环境的复杂性,以2008—2015年G20经济体贸易保护政策数据为研究对象,实证检验了逆全球化浪潮中关税政策与非关税贸易壁垒的相关性。结果显示:全球性经济冲击发生后,关税政策与非关税贸易壁垒显著正相关,且两者的互补性主要依赖于适度的关税增长空间;两类贸易保护措施在新兴经济体、反倾销措施新使用者、最终消费品、劳动力密集型产品与非农产品上呈现出更加强烈的互补性。综上,全球性经济冲击发生后,认清贸易保护主义倾向日益严峻的事实、厘清各经济体使用贸易保护政策的复杂性与多样性,是中国积极应对经济全球化新变局与推动对外贸易持续健康发展的重要前提。
In order to analyze the complexity of the international trade policy environment after the global economic shock,this paper empirically tests the correlation between tariff trade barriers and non-tariff trade barriers in the anti-globalization tide by taking the trade protection policy data of G20 economies from 2008 to 2015 as the research object.The results show that after the global economic shock,there is a significant positive correlation between tariff policy and non-tariff trade barriers,and their complementarity mainly depends on the moderate tariff growth space;the two types of trade protection measures are more complementary in emerging economies,new users of anti-dumping,final consumer products,labor-intensive products and non-agricultural products.To sum up,after the global economic shock,in order to actively respond to the new situation of economic globalization and promote the sustainable and healthy development of foreign trade,China need to recognize the fact that the tendency of trade protectionism is becoming increasingly severe and sort the complexity and diversity of the use of trade protection policies by various economies.
