摘要
为了构筑现代化城市安全体系,建设韧性城市,首先梳理相关研究,发现目前韧性城市研究与公共卫生系统韧性研究联系密切但深度不足。作者借助韧性城市理论,以国际减灾办公室的公共卫生系统韧性记分卡为基本框架,结合韧性基线模型(BRIC)的定量研究方法,建立公共卫生系统韧性评价指标体系,对广东省地级市的公共卫生系统韧性进行评估。结果表明,广东的城市公共卫生系统韧性平均水平较高,不同城市韧性指数差异显著;珠三角地区与其他地区存在空间差异情况;韧性分布呈圈层特征。最后,提出研究的改进与深化拓展建议。
In order to build a modern urban safety system and build a resilient city,this paper firstly review the relevant research,and found that the current research on resilient cities is closely related to the resilience research of the public health system,but the research is insufficient.Based on the theory of resilient cities,the author uses the Public Health System Resilience Scorecard of the Office of International Disaster Reduction as the basic framework,combines the quantitative research method of the Baseline Resilience Indicators for Communities(BRIC),and establishes a public health system resilience evaluation index system to evaluate the resilience of the public health system in the prefectural cities of Guangdong Province.The results show that the average level of urban resilience in Guangdong is relatively high,and the resilience index of different cities differs significantly;the Pearl River Delta region is spatially differentiated from other regions;the resilience distribution presents a circle-layered characteristic.Finally,suggestions for improvement and deepening of research are put forward.
