基于AHP-FCE方法的城市生活垃圾 分类政策执行力评价--以上海市嘉定区为例 被引量:6

摘要 从执行效度、执行力度、执行态度、执行角度、执行速度、执行难度6个方面构建了上海市嘉定区生活垃圾分类政策执行力评价指标体系,然后通过AHP法求出各层级指标权重,运用FCE法进行综合评价。结果显示,6大准则层权重为执行力度>执行效度>执行难度>执行态度>执行角度>执行速度;上海市嘉定区生活垃圾分类政策执行力综合评价结果处于较强等级,一方面说明嘉定区生活垃圾分类政策执行仍有一定提升空间,另一方面也表明生活垃圾强制分类在全国范围内全面铺开前景向好。最后,根据评价结果提出了几点建议。 The evaluation index system for the implementation of the household garbage classification policy was constructed from six aspects of execution validity,execution strength,execution attitude,execution angle,execution speed and execution difficulty.Then,the AHP method was used to reckon the index weight of each level,and the FCE method was used for comprehensive evaluation.The results indicate that the weight values of the six standard levels are execution strength>execution validity>execution difficulty>execu⁃tion attitude>execution angle>execution speed.The comprehensive evaluation result of the implementation of the domestic waste classi⁃fication policy in Jiading district,Shanghai is at a strong level.On the one hand,it shows that there is still room for improvement in the implementation of the domestic waste classification policy in Jiading district.On the other hand,it also shows that the prospects for compulsory classification of domestic waste to be fully spread nationwide are promising.Finally,some suggestions are put forward based on the evaluation results.
