行政区域环境风险评估与管理应用实践研究——以惠州大亚湾经济技术开发区为例 被引量:4

摘要 区域环境风险评估和管理是构建全过程、多层级生态环境风险防范体系的基础。通过系统建立区域环境风险识别概念模型,辨析区域环境风险评估主要方法,进一步提出“分区、分级、分类、分期”的区域环境风险优化管理框架。借助环境风险指数计算法和网格化环境风险分析法,分别对大亚湾区开展行政区域环境风险评估和管理应用实践。结果表明,基于环境风险指数计算法得到的区域环境风险值更能反映区域环境风险的真实水平,大亚湾区综合环境风险值较高,空间分布上呈现以石化区为中心,向外辐射递减趋势。 Regional environment risk(RER)assessment and management is the basis of multi-level and whole process of environmental risk prevention and control system.In order to put forward the framework of RER management by division,rating,classification and staging,the conceptual model of regional environmental risk identification was established systematically and the main methods of RER assessment were distinguished.This paper applied the environmental risk index method and the grid environmental riskanalysis method to the Dayabay Economic and Technological Development Zone in Huizhou City.The results show that the comprehensive environmental risk value based on the environmental risk index method can better reflect the real level of RER.The regional comprehensive environmental risk value is high in the spatial distribution.It presents a decreasing trend of radiation outward from the center of the petrochemical area.
