摘要
非常规水源参与水资源配置对沿海缺水城市经济社会发展具有重要意义。通过分析非常规水源的供给特征,明确再生水和海水淡化水参与供水配置的原则,建立社会效益、经济效益、环境效益最大化的配置目标。在此基础上,构建包括目标识别、需求分析、方案决策的多层次定量配置方法,通过城市供用水现状分析、供需水量预测,构建水资源配置模型,确定多水源协同配置方案。以青岛市中心城区为例进行分析,结果表明:非常规水源在2025年、2030年和2035年的配置比例逐渐增大,成为供水结构的重要组成部分,可在工业、城镇公共、居民生活、生态环境用水等不同类别中有效替代常规水源,方法也可为沿海缺水城市多水源供水结构的建立提供参考。
The participation of unconventional water sources in the allocation of water resources is of great significance to the economic and social development of coastal water-deficient cities.By analyzing the supply characteristics of unconventional water sources,the principle of participation of reclaimed water and desalinated seawater in the allocation of water supply,and goals of maximum social,economic and environmental benefits were established.On this basis,a multi-level quantitative configuration method including target identification,demand analysis,and plan decision-making was constructed.Through the analysis of the current situation of urban water supply and the prediction of water supply and demand,a water resource configuration model was constructed to determine the coordinated configuration of multiple water sources.Taking the central urban area of Qingdao City as an example,the results showed that the share of unconventional water sources gradually rose in 2025,2030 and 2035.Unconventional water sources were an important part of the water supply structure,and it could effectively replace conventional water sources in different categories such as industry,urban public,residential life,and ecological environment.The method could also provide references for the establishment of multi-source water supply structures in coastal water-deficient cities.
