摘要
以政党为中心是新时代中国国家治理的鲜明特色。加强党的全面领导决定着国家治理与中央顶层设计善治方案的实施效果。对于后发国家而言,建构一个有权威的现代国家治理体系是“党治国家”的前提。治党是中国共产党执政的基础和前提,大国孕育了大党,大党指引着大国的崛起。中国共产党领导人民既建立了现代国家制度,也培育了国家治理的骨干力量。政党建设国家的发展逻辑,一方面决定了政党在国家建设中的意识形态主导作用;另一方面,政党切实推进了现代国家体系的成长,夯实了国家治理的价值根基。中国特色国家治理范式的发展过程通过以政党为中心的大国治理,营造和谐的外部环境,基于政党、国家与社会的三元协同,实现国家整合、制度运行、社会协调的三维统一。
Taking the party as the center is a distinctive feature of China's state governance in the new era.Strengthening the party's overall leadership determines the implementation effect of national governance and the top-level design of the central government.For the late developing countries,constructing an authoritative modern state governance system is the premise of"the party governing the country".Ruling the party is the foundation and premise of the CPC's ruling.A big country breeds a big party,which guides the rise of a big country.The Communist Party of China has led the people to establish a modern state system and cultivated the backbone of national governance.On the one hand,the development logic of Party building determines the ideological leading role of political parties in national construction;on the other hand,political parties promote the growth of modern national system and consolidate the value foundation of national governance.The development process of the paradigm of national governance with Chinese characteristics creates a harmonious external environment through the governance of big countries with political parties as the center,and realizes the three-dimensional unity of national integration,system operation and social coordination based on the tripartite coordination of political parties,state and society.
