高铁牵引变电所信息直采直送系统网络安全措施

摘要 铁路牵引变电所通信网在电力系统中称为信息直采直送系统,主要向国家电网有限公司当地省调和当地地调双平面传送高压断路位置信号等信息,便于国家电网有限公司掌握用户端受电情况,及时处理故障、事故。未实施网络安全法前,牵引变电所的信息直采直送系统仅涉及通信传输系统和调度数据网接入系统,并未过多涉及网络安全相关领域的要求。2017年6月1日实施《中华人民共和国网络安全法》后,国家电网有限公司对高铁牵引变电所信息直采直送系统提出新增在线监测装置、防火墙、隔离网闸、安全评估、主机加固等新的网络安全防护设备及措施。通过在线监测装置、防火墙以及隔离网闸等技术装备,强化后的直采直送系统整体安全运行更加安全可靠,为其他相关项目提供借鉴。 The communication network of railway traction substation is called direct information acquisition and transmission system in power system,which mainly transmits the above information in dual-plane way to the local provincial and regional dispatching centers of State Grid Corporation of China,so as to facilitate the State Grid to control the electricity collection of users and handle faults and accidents in time.Before the implementation of Cybersecurity Law,the direct information acquisition and transmission system of traction substation only involved the communication transmission system and dispatching data network access system,and didn’t involve too much requirements of network security related fields.After the Cybersecurity Law of the People’s Republic of China was implemented on June 1,2017,the State Grid proposed new network safety protection equipment and measures such as online monitoring devices,firewalls,isolation gates,security assessment,and host reinforcement for the direct information acquisition and transmission system of HSR traction substation.By elaborating online monitoring devices,firewalls,isolation gates and other technical equipment,this paper explains that the overall safe operation of the strengthened direct acquisition and transmission system is safer and more reliable,which can provide a reference for other relevant projects.
