摘要
突发公共安全事件是社会治理过程中需要着重防范化解的重大风险。基层干部应对突发公共安全事件的治理能力,包括政治能力、群众工作能力、依法执政能力等。而影响治理能力发挥的因素,包括自我角色定位失调、形式主义官僚主义的存在、应急管理体制的不完善等。应针对各种因素建立相应预防策略。
Public security emergencies are the major risk that needs to be prevented and resolved in the process of social governance.Grassroots cadres’governance abilities to deal with public security emergencies involve political ability,mass work ability,and governing ability according to law,etc.The factors that aff ect the performance of governance ability include the misalignment of self-role,the existence of formal bureaucracy,and the imperfection of emergency management system.therefore,there is a need to take corresponding strategies for improvement.
