摘要
采用三阶段DEA-Malmquist模型,通过测度农业保险支农的TFP及其构成,对我国2008—2017年31个地区在乡村振兴背景下的农业保险支农效率进行测度与区域差异分析,并采用SFA模型剔除环境变量和随机误差.分析结果表明:①对投入指标进行调整前,总体全要素生产率变动下降,表明在农业保险支农过程中,未充分发挥已有农业保险要素投入的潜力,且该下降主要源于技术进步的阻碍.从地区来看,各省全要素生产率变动下降的省份达30个,农业保险支农发展的潜力较大.②剔除环境变量与随机误差后,全要素生产率变化和技术进步有所增加,增长达到28.0%和14.3%,表明在农业保险支农过程中更加注重技术的提高.但是,技术效率变化下降了8.47%,影响了TFP的提高.各省Malmquist生产率指数除吉林、黑龙江、广东、新疆外均有改进,且其改进得益于技术进步的改进.区域间技术进步存在显著差异,但纯技术效率变化和规模效率变化差异在缩小.
We measure the TFP and its composition of agricultural insurance supporting agriculture in 31 regions of China from 2008 to 2017 under the background of rural revitalization,and use SFA model to eliminate environmental variables and random errors based on the three-stage DEA Malmquist model.The results showed that:①the change of total factor productivity decreased before the adjustment of input index,which indicated that the potential of existing agricultural insurance factor input was not fully utilized in the process of agricultural insurance supporting agriculture,and the decline was mainly due to the obstacles of technological progress.From the regional point of view,there are 30 provinces with the decline of TFP in each province,and the agricultural insurance has great potential to support agriculture development.②the total factor productivity and technological progress increased by 28.0%and 14.3%after excluding the environmental variables and random errors,indicating that we should pay more attention to the improvement of technology in the process of agricultural insurance supporting agriculture.However,the technical efficiency decreased by 8.47%,which affected the improvement of TFP.Except for Jilin,Heilongjiang,Guangdong and Xinjiang,Malmquist productivity index of each province had improved,and its improvement benefited from the improvement of technological progress.There are significant differences in regional technological progress,but the differences in pure technical efficiency and scale efficiency are narrowing.
