摘要
推动煤炭消费达峰是我国实现“碳达峰、碳中和”的重要保障之一,在推动煤炭消费达峰的过程中,我国将面临经济发展、能源安全、用能成本、社会稳定、转型发展等诸多方面的挑战。针对主要挑战,文章提出应遵循经济社会发展阶段现实,积极有序推动煤炭消费达峰,坚持节能优先总方略,加强关键技术研发投入,提升能源转化效率,积极推动煤炭及下游耗煤企业平稳转型等政策建议。
Promoting the peak of coal consumption is one of the most important guarantees for China to achieve the carbon peak and neutral targets.In the process of promoting the peak of coal consumption,we have to deal with unprecedented challenges in economic development,energy security,energy cost,social stability,transformation and development,etc.In view of the main challenges,the paper puts forward that we should follow the reality of economic and social development stage,actively and orderly promote coal consumption to peak,at the meanwhile,adhere to the overall strategy of giving priority to energy conservation,increase investment in key technology research and development,improve energy conversion efficiency,and actively promote steady transformation of coal and downstream coal-consuming enterprises.
