摘要
随着我国乡村振兴战略的实施,“三农”问题解决步伐的加快,农村土地流转已经成为优化土地资源合理配置、实现农民土地财产权、发展现代农业的重要方式之一。近年来,我国有关农村土地流转的政策法规逐渐完善,但流转过程中仍然出现有法难依、基层政府不作为、土地市场不健全、社会保障体系匮乏等诸多问题。立足于我国农村土地流转现状和一般问题,提出具体的应对策略,对于促进农村经济社会发展、推进农业现代化、切实保障农民权益具有现实性和紧迫性。
With the implementation of China's rural revitalization strategy and the acceleration of solving the“agriculture,rural areas and farmers”issues,rural land circulation has become one of the most significant ways to allocate the land resources,realize the farmers’land property rights and develop the modern agriculture.Quite recently,policies and regulations of rural land circulation have been gradually ameliorated in China,but there are still plenty of issues in the process of circulation,which includes the inaction of the law,the grass-roots government,the land market and the social security system.Based on the current situation and general problems of rural land circulation in China,it is urgent to put forward specific strategies to promote rural economy,agricultural modernization and farmers'rights and interest’s protection.
