摘要
在加快构建新发展格局背景下,大力发展铁路集装箱多式联运,能集合多种运输方式优势,提升铁路物流效能,以突破要素市场流通的物流瓶颈,促进铁路运输业高质量发展。但目前我国多式联运发展还存在不平衡、不充分的问题,难以满足市场需求。通过分析多式联运发展现状,研判铁路多式联运的发展方向、运输优势、体系建设方向;并剖析铁路发展多式联运在货源吸引、系统建设、制度建设等方面的问题;进而提出优化规则体系、创立"一单制"模式、加强货源组织、加快服务创新、加强跨部门合作等对策,以全面提升铁路多式联运组织水平,为铁路现代物流体系建设提供发展动力。
Under the new development paradigm,railway container multimodal transport can integrate the advantages of multiple transport modes,im-prove the efficiency of railway logistics,break through the logistics bottleneck of factor market circulation,and promoting high-quality development of railway transportation industry.However,the development of current multimodal transportation is unbalanced and insufficient,which is hard to meet the market demand.By analyzing the development status of multimodal transport,this article studies the development direction,transportation advan-tages and system construction direction of railway multimodal transport.The article identifies the problems of railway multimodal transport in the as-pects of freight source attraction,system construction and regime construction,puts forward the countermeasures of optimizing regulation system,es-tablishing"one order"mode,strengthening the organization of goods sources,accelerating service innovation,and strengthening cross-department co-operation,so as to comprehensively improve the organization level of railway multimodal transport and motivate the construction of railway modern lo-gistics system.
