摘要
目的:分析安徽省传染病与寄生虫病治疗费用规模、人群分布、机构流向、筹资来源等状况与特征,为完善其防治政策等提供依据。方法:基于"卫生费用核算体系2011"的理论和方法,进行核算和分析。结果:治疗费用为56.16亿元,占全省总治疗费用的3.98%;公共筹资占50.97%、家庭卫生支出占44.81%;79.58%流向医院和公共卫生机构;不同年龄组治疗费用分布不同;前10位病种占传染病与寄生虫病总治疗费用74.82%,不同病种分布不同。结论:不同特征人群治疗费用差异明显,加大相应人群的健康干预;病种治疗消耗资源不等、年龄组病种费用构成不同,注重差异化防治;医疗卫生资源配置仍显不合理,体现基层医疗卫生机构纽带作用;筹资方案构成有待优化,总体上需进一步降低家庭卫生支出。
Objective:To analyze the scale,population distribution,institutional flow and fund raising of infectious and parasitic diseases in Anhui Province,so as to provide references for improving its prevention and control policy.Methods:Based on the theory and method of "System of Health Accounts 2011",the curative care expenditure was calculated and analyzed.Results:The curative care expenditure was 5.616 billion yuan,accounting for 3.98% of the total curative care expenditure in Anhui Province.It mainly came from public financing(50.97%) and household health payment(44.81%).79.58% of funds flowed to hospitals and public health institutions.Curative care expenditure of infectious and parasitic diseases varied in diverse age groups.The curative care expenditure of the top 10 diseases accounted for 74.82% of the total curative care expenditure of infectious and parasitic diseases,which is different in the distribution of diseases.Conclusion:The curative care expenditure varies significantly among different groups,it needed to intensify the health invention of the corresponding population.The consumption resources of disease treatment were varied,and the composition of disease cost was not alike as age group,which needed to pay attention to differentiation prevention and treatment.The allocation of medical and health resources was still unreasonable,which should further reflect the role of primary medical and health institutions.The financing structure still had room for optimization,and efforts should be made to reduce the proportion of individual payment as a whole.
