残次林地土地整治项目探究——以陕西省千阳县草碧镇为例 被引量:6

摘要 耕地占补平衡项目是指以土地整治为重要抓手,以扩大新造耕地面积、提升耕地产能为主要目的的政策机制,为实现我国耕地总量动态平衡作出了巨大的贡献。但随着我国耕地后备资源数量的急剧减少,未利用地开发难度的不断加大,我国耕地占补平衡项目的进程也受到了巨大影响。残次林地土地整治项目是基于我国耕地后备资源严重不足的情况提出的一种实现耕地占补平衡的新途径,对于推动我国农村土地整治事业发展,保障18亿亩耕地红线战略具有显著影响。笔者对千阳县草碧镇龙槐塬村残次林地土地整治项目的开展情况进行了分析,并提出了必要建议,以期为残次林地土地整治项目的进一步开展提供借鉴。 The occupancy-compensation balance project of farmland refers to a policy mechanism that takes land improvement as an important starting point,with the main purpose of expanding the area of newly cultivated arable land and increasing the production capacity of arable land,and has made a huge contribution to achieving the dynamic balance of my country's total arable land.However,with the rapid decrease in the amount of reserve resources of cultivated land in my country,and the increasing difficulty of unused land development,the process of my country's occupation-compensation balance project of farmland has also received a huge impact.The incomplete forest land remediation project is a new way to achieve the balance of arable land occupation and compensation based on the serious shortage of arable land reserve resources in my country.It has a significant impact on promoting the development of rural land remediation in my country and ensuring the red line strategy of 1.8 billion mu of arable land.This author analyzed the development of the delinquent forest land improvement project in Longhuaiyuan Village,Caobi Town,Qianyang County,and put forward the necessary suggestions,hoping to provide a reference for the further development of the delinquent forest land improvement project.
