摘要
科研绩效管理一直受到诟病的主要原因是对其本质认识不清,以致于在管理方式、方法和指标体系方面存在问题。科研绩效管理的本质是推动科研人员全面发展,但当前的科研绩效管理研究对于如何应用大数据技术促进科研人员的全面发展研究不足。绩效信息使用理论为大数据时代科研绩效管理与大数据结合提供了理论基础,通过有效使用绩效信息,如确立落实促进人才发展的思想,构建基于绩效信息使用的科研绩效管理与人才协同发展体系,并进行动态分析与持续改进等,可以实现科研绩效管理的战略职能、管理职能和发展职能,实现科研绩效管理与人才协同发展,构建起科研绩效管理创新的实现路径。
The reasons for criticizing scientific research performance management lie in not knowing the essence of scientific research performance management,which results in problems in direction,methods,and indicator systems.The essence of scientific research performance management is to push the comprehensive development of researchers,but currently,the research on scientific research performance management has done little on how to connect the big data technology and researchersdevelopment.The use of performance information theory gives foundation for innovation of scientific research performance management in the era of big data.Through using the performance information effectively,such as establishing the idea of promoting talent development,constructing the scientific research performance management and talent co-development system based on performance information use,and carrying out dynamic analysis and continuous improvement,the strategic function,management function and development function can be realized.Meanwhile, the cooperative development of scientific research performance management and talent development can be achieved, and the routine of scientific research performance management innovation in the era of big data can be constructed as well.
