摘要
本文通过DEA-BCC模型,对2018年四川省农业投入与产出面板数据进行横向测算,得出全省农业规模效率整体向好,而纯技术效率稍弱,两者共同影响着综合效率的发展水平。同时,以时期序列为轴线,运用Malmquist指数法对效率值进行纵向分析。研究发现:2010-2018年全省农业TFP值整体呈上升趋势,发展势头较好,而技术效率与技术进步效率两者呈逆向变化趋势,表明当前全省农业发展面临着不协调、不充分状态,存在着设施配置不足、资源转换低效、生产技术落后等问题。为此,通过实施区域差异化的发展战略、完善要素投入机制,同时强化技术引导,培育优质农田,全面提升产出效益是四川省农业发展未来的重心。
In order to make up for the shortcomings and weaknesses of agricultural development, improve the overall operational efficiency, optimize resource allocation, and achieve output equalization and rationalization. In this paper,through the DEA-BCC model, the panel data of agricultural inputs and outputs in Sichuan Province in 2018 are measured cross-sectionally, and it is concluded that the overall agricultural scale efficiency of the province is better, while the pure technical efficiency is slightly weaker, and both of them jointly affect the development level of comprehensive efficiency. Meanwhile, the Malmquist index method was applied to analyze the efficiency values longitudinally, taking the period series as the axis. It was found that:the overall TFP values of the province’s agriculture from 2010-2018 showed an upward trend and a good development momentum, while the technical efficiency and the efficiency of technical progress both showed an inverse trend, indicating that the province’s agricultural development is currently facing an uncoordinated and inadequate state, and there are problems such as insufficient allocation of facilities, inefficient conversion of resources and backward production technology. For this reason, it is the focus of future agricultural development in Sichuan province to improve output efficiency comprehensively by implementing regional differentiated development strategies and improving factor input mechanisms, while strengthening technological guidance and cultivating high-quality farmland.
