摘要
本文系统总结了我国家政保险制度的总体发展状况。首先,对我国家政市场和家政险的发展现状进行了概括;其次,阐述了我国家政保险发展具备的有利条件,包括政策支持、社会现实的需要和有助于家政行业的规范管理,并深入分析了家政保险目前发展面临的问题,包括家政行业存在恶意侵权风险、家政公司缺乏投保热情与家政险险种自身存在缺陷;随后,总结了几个发达国家如美、日、澳、新的家政相关保险的发展经验;最后,从政府、保险公司及家政协会三方面对家政保险提出发展建议,主要有对家政险提供财政扶持、加强家政险的风险防控、加大对家政险的宣传普及等。
This paper systematically studies the overall development status of China's housekeeping liability insurance.Firstly,it summarizes the current status of housekeeping service industry and housekeeping liability in⁃surance.Secondly,it expounds the advantages for the development of housekeeping liability insurance,including policy support,social needs and helping for the standardize management of housekeeping service industry.Third⁃ly,it deeply analyses some problems faced by the current development of housekeeping liability insurance,such as malicious tort risk in housekeeping service industry,insufficient insurance awareness of domestic companies and some defects in housekeeping liability insurance products.Then,this paper summarizes the development experi⁃ence of housekeeping service related insurance in several developed countries such as the United States,Japan,Australia and New Zealand.Finally,it proposes the recommendations from the perspectives of government,insur⁃ance companies and housekeeping service association,including providing financial support to housekeeping lia⁃bility insurance,strengthening the risk prevention and control of housekeeping liability insurance and increasing the promotion of housekeeping liability insurance,etc.
