摘要
产学研合作是理论与实践辩证关系的产物。在河南省多年的产学研合作中企业关注的仍然是市场前景和效益,高校和科研院所注重的依然是理论研究和职称的评聘,合作仅流于形式。基于此提出了优化顶层设计,强化政策导向,完善以市场需求为导向的协同创新机制,细化知识产权的利益分配和激励机制,加强知识产权的保护和维权援助服务机制等,以促进产学研深度融合,进一步推动河南省经济的高质量发展。
The cooperation between industry, College and research is the product of dialectical relationship between theory and practice, and in Henan Province for many years, the enterprises still pay attention to market prospects and benefits. Universities and scientific research institutes still focus on the evaluation of theoretical research and title, and cooperation is only in the form. Based on this, the author proposes to optimize the top-level design, strengthen policy orientation, improve the collaborative innovation mechanism guided by market demand, refine the benefit distribution and incentive mechanism of intellectual property rights, strengthen the protection of intellectual property rights and the mechanism of rights protection assistance services, so as to promote the deep integration of industry, education and research, and further promote the high-quality development of Henan economy.
