摘要
后扶贫时代的扶贫工作,就是精准扶贫工作结束以后需要解决相对贫困问题。后扶贫时代的相对贫困问题主要是发展不平衡引起的,在治理相对贫困问题的过程中,要侧重解决好精准扶贫和乡村振兴的衔接问题、相对贫困标准的界定问题以及城乡统筹发展过程中减贫工作常态化工作机制建设问题。应从转变思路以防为主、建立长效监督预警机制、建立分级预警监测机制、强化综合社会保障、加强减贫人才队伍建设等方面着手解决后扶贫时代的相对贫困问题。
The work of poverty alleviation in the post-poverty alleviation era is to solve the problem of relative poverty after the work of targeted poverty alleviation.The problem of relative poverty in the post-poverty alleviation era is mainly caused by the imbalance of development.In the process of dealing with the problem of relative poverty,solving the problems of convergence be⁃tween targeted poverty alleviation and rural revitalization,the definition of relative poverty standards,and the construction of normal⁃ization mechanism of poverty reduction in the process of urban and rural development should be emphasized.In order to solve the problem of relative poverty in the post-poverty alleviation era,prevention,establishing a long-term supervision and early warning mechanism,setting up a hierarchical early warning and monitoring mechanism,strengthening comprehensive social security,and en⁃hancing the talent teams construction of poverty alleviation should be undertaken.
