摘要
数字贸易已成为当前全球贸易新的增长点。本文基于2000-2014年世界投入产出表,分析了规制融合对数字贸易的影响。结果表明:规制融合主要通过降低贸易成本,增强双边网络效应和缩短制度距离促进了数字贸易增长。从行业异质性看,规制融合对影视音乐行业数字贸易的促进作用最大,而对电信业和信息服务行业的促进作用相对较小。从模板异质性看,尽管"美式模板"标准更高,但相较于"欧式模板",美式模板并没有对数字贸易表现出更强的促进作用。总之,为促进数字贸易的发展,在多边和双边谈判中应积极促进达成数字贸易章节,并提出符合自身利益诉求的"中式模板"。
Digital trade has become a new growth point for global trade.Based on the World InputOutput Table from 2000 to 2014,this paper examines the impact of regulatory integration on digital trade.The results show that:At first,regulatory integration promotes the development of digital trade mainly by reducing trade costs,enhancing bilateral network effects and reducing institutional distance.Secondly,from the perspective of industry heterogeneity,the impact of regulatory integration on different digital trade industries is different.It has the largest promotion effect on the industry of“Motion picture,video and television programme production,sound recording and music publishing activities”and a relatively small promotion effect on the industries of“Telecommunications”and“Computer programming,consultancy and related activities;information service activities”.From the perspective of template heterogeneity,although the standard of the“American Template”is higher than“EU Template”,the“American Template”doesn't show a stronger promotion effect on digital trade.In short,in order to promote the further development of digital trade,we need to actively promote the sign of digital trade chapters in multilateral and bilateral negotiations and propose rules that meet our own interests in the negotiation of rules.
