摘要
将弹性理念引入贵州山区老城更新,可有效解决其更新进程中的平衡速度与质量、协调保护与更新、兼顾眼下与未来等诉求与难点,对新时期贵州省山地特色新型城镇化的升级转型与特色塑造具有积极的现实意义。基于对弹性理念的系统剖析,结合贵州省普定县老城城市设计规划实践,科学构建包含"思维弹性—技术弹性—管理弹性"的贵州山区老城更新框架,其中思维弹性包含允许更新思想嬗变与阶段式分期滚动运作;技术弹性包含适宜性规划编制与增强弹性的规划设计内容;管理弹性包含刚性—柔性结合管理与动态持续管理。
Introducing the concept of flexibility into the renewal of the old city in the mountainous area of Guizhou can effectively solve the demands and difficulties of balancing speed and quality,coordinating protection and renewal,and taking into account the present and the future in the renewal process,and has positive practical significance for the upgrading,transformation and characteristic shaping of the new town with mountainous characteristics in Guizhou in the new period.Based on the systematic analysis of the concept of flexibility,combined with the urban design and planning practice of the old town in Puding County,Guizhou,the paper scientifically constructs a framework for the renewal of the old town in the mountainous area of Guizhou that includes"thinking flexibility-technical flexibility-management flexibility",in which thinking flexibility includes allowing renewal and ideological changes and phased rolling operation;technical flexibility includes suitability planning and formation and design content to enhance flexibility;management flexibility includes rigidflexible combined management and dynamic continuous management.
