摘要
社会信任是重要的社会资本,是凝聚基层社会共识的重要保障,是建立基层社会规范的基本要求,是化解基层社会风险的关键所在。基层社会治理的能力、质量和效果都与社会信任有着密切的关系。当前,基层社会信任缺失导致以信任为纽带的社会有机体出现一系列问题,社会规范形成滞后、社会组织发展缓慢、公民参与能力不足,严重制约了基层社会治理能力的提升。提升基层社会治理效能,重塑社会信任,需要全方位地建立基层社会信任的制度基础、物质保障、文化共识,形成社会信任体系的良性互动,让社会有机体健康有序运转。
Social trust is an important social capital.It is the key guarantee to gather primary-level consen⁃sus,the basic requirement to build primary-level social norms,and the key to solve primary-level social risks.The capability,quality and effect of primary-level social governance are all closely related to social trust.At present,the lack of primary-level social trust has resulted in a series of problems in social organ⁃isms with trust as the bond.The formation of social norms being lagged behind,the development of social or⁃ganizations being slow,and the insufficient competence of citizens to participate seriously restrict the im⁃provement of primary-level social governance capability.To improve the efficiency of primary-level social governance and reshape social trust,it is necessary to build the systematic foundation,material guarantee,and cultural consensus in an all-round way so as to form a positive interaction of social trust system and make the social organisms operate in a healthy and orderly manner.
