摘要
冒进式的土地城镇化是影响人口城镇化和乡村振兴的关键因素。从“人口结构水平、人口素质水平、生活质量水平、土地规模水平、土地投入产出水平”五个维度,构建适合新时期“人口—土地”城镇化共生发展的评价指标体系,以江苏省13个地级市为研究样本,运用因子分析法对江苏省“人口—土地”城镇化共生发展的现实效应水平以及波动效应进行了实证评价。研究发现,自2006年以来,江苏省“人口—土地”城镇化共生水平虽然逐年平缓提高,但区域间的共生水平依然是不平衡的,呈现从南向北的阶梯性递减趋势,并且苏北地区均衡度较低。因此,有必要进一步深化推动户籍制度改革、统一“人口—土地”要素市场,从而推进城乡融合共生发展。
The aggressive land urbanization is a key factor affecting population urbanization and rural revitalization.From the five dimensions of“population structure level,population quality level,life quality level,land scale level,land input and output level”,this paper constructs an evaluation index system suitable for the“population-land”urbanization symbiosis development in the new era.Each prefecture-level city is a research sample,and the factor analysis method is used to make an empirical evaluation of the actual effect level and fluctuation effect of the“population-land”urbanization symbiosis development in Jiangsu Province.The study found that since 2006,although the level of“population-land”urbanization symbiosis in Jiangsu Province has been gradually increasing year by year,the level of symbiosis between regions is still unbalanced,showing a decreasing trend from south to north,and the balance is lower in northern Jiangsu Province.Therefore,it is necessary to further deepen the reform of the household registration system and unify the“population-land”market,so as to promote the development of urban-rural integration and symbiosis.
