摘要 研究北斗短报文通信技术,充分利用北斗卫星覆盖面广的特点,组建水情自动测报系统北斗通信网络,推广应用在水情测报系统中,应急通信保障性,补充应急水位测量的保障方式。分析研究北斗星历数据反演土壤湿度的模型,有效延长流域洪水短期预报的可预见期及精度,填补流域土壤湿度对预报精度的影响因素的空白,实现"北斗+"技术在水情自动测报系统上的应用示范。通过北斗+技术的在五凌电力大规模跨流域梯级水电站水情测报系统中的推广应用,面向水利水电领域,水文监测、遥测通信组网等方面,通过加强北斗备用信道的扩充、土壤湿度的反演,有效提高水情测报系统的可靠性,洪水预报精度补偿,有效减少地质灾害等对流域的影响,其示范成果将具有较强的代表性。 By studying the communication technology of Beidou short message and making full use of the wide coverage of Beidou satellite,the communication network of Beidou automatic water regime monitoring and reporting system is established,which can be widely used in water regime monitoring and reporting system to guarantee emergency communication and supplement the guarantee mode of emergency water level measurement.The model of inversion of soil moisture from Beidou ephemeris data is analyzed and studied to effectively extend the predictable period and accuracy of short-term flood forecasting in the watershed,fill the gap of influencing factors of soil moisture on forecasting accuracy in the watershed,and realize the application demonstration of Beidouplustechnology in automatic water regime forecasting system.Beidou plus technology has been widely applied in the hydrological regime monitoring and forecasting system of large-scale cascade hydropower stations in Wuling Power.In the field of water conservancy and hydropower,hydrological monitoring,telemetering communication network and other aspects,the reliability of water regime monitoring and reporting system is effectively improved by expanding the backup channel of Beidou and inverting soil moisture,and the impact of geological disasters on the watershed is reduced.
