摘要
开发区是中国改革开放的前沿阵地和经济发展的战略引领,在中国构建"双循环"新发展格局的当下,探讨以开发区体系作为"双循环"重要支点的可行性,以及如何提升开发区对"双循环"的战略支撑,是加快构建"双循环"新发展格局的重大课题。通过把握中国经济发展格局和开发区建设发展历程的演进规律,从开发区良好的发展格局、富集的市场主体、领先的经济实力、强大的生产配套能力和高水平的对外开放五个方面阐述了开发区作为"双循环"战略担当的现实逻辑与可行性。结合开发区的发展现状和"双循环"的内涵要求,从提高开发区内生增长动能、激活开发区体系"微循环"、强化开发区辐射带动效应、厚植开发区双向开放基因四个方面,研究得出以开发区高质量发展促进"双循环"的实践路径。
Development zones are the forefront of China’s reform and opening up and play a strategic leading role in economic development.So in the era when China is establishing a“dual circulation”development pattern,it should be a major project to discuss the possibility of using the development zone system as an important fulcrum for the new development pattern and how to improve the strategic functions of development zones in the“dual circulation”pattern.In this paper,the author first analyzed the evolution of China’s economic pattern and development zones.Then he elaborated the possibilities and reality that the development zones can be regarded as the strategic support for the“dual circulation”pattern from the following six aspects:the excellent pattern in development zones,rich market players,leading economic strength,strong ability in supporting production,and high-level of opening up.At the end,the author proposes the promotion paths where high-quality development in the development zones can promote the dual circulation development pattern from the following four aspects:increasing the growth momentum in the development zones,activating the“micro-circulation”of the development zone system,strengthening the radiation driving effect of the development zones,and strengthening the ability of two-way open in the development zones.And this proposal is based on the development condition in the development zones and the inner requirements of the“dual circulation”.
