摘要
生态宜居乡村建设是实施乡村振兴战略的重要任务,也是推动农业高质量发展的现实需求。根据我国乡村生活环境建设、生态环境整治和规划布局状况,分析生态宜居乡村建设的进展,指明生态宜居乡村建设存在乡村环保设施薄弱、公共卫生服务不到位、乡村总体建设规划不能适应发展需求、乡村生态环境缺少有效的监管手段、乡村人居环境治理投入不足等问题。确定以生态环境建设、人居环境整治、布局建设和文化建设为主要内容的生态宜居乡村建设重点任务。加大乡村人居环境整治和基础设施建设的专项投入、构建生态宜居乡村建设的多元化投入机制、全面提升乡村生态服务价值、加强生态宜居乡村建设的长效管护、引导村民参与生态宜居乡村建设等有利于推进生态宜居乡村建设。
Theecological livable rural construction is an important task for implementing rural vitalization strategy and actual requirement for promoting agricultural high-quality development in China.This report analyzes the progressand typical regional practice on ecological livable rural construction based on the situation on rural living environment and ecological environment as well as rural overall arrangement.It shows the main problems during the ecological livable rural construction,such as,weak rural environmental protection facilities,imperfect public health services,rural overall construction planning unadapt to development requirements,ineffective supervising methods for rural ecological environment,insuffcient input of rural living environmental improvement.Meanwhile,the primary tasks of ecological livable rural construction are identified as ecological environment construction,living environmental management,rural layout construction and cultural construction.Finally,it puts forward the following countermeasures for promoting ecological livable rural construction,including increasing special investments on rural living environment improvement and infrastructure construction,establishing multiple-input mechanism for theecological livable rural construction,enhancing rural ecological service values,strengthening the maintenance for theecological livable rural construction and encouraging peasant participation in ecological livable rural construction.
