摘要
维护国家安全和社会稳定,实现经济社会持续健康发展,是世界各国在实现现代化的过程中必须面对的一个重大现实问题。党的十八大以来,以习近平同志为核心的党中央提出了统筹发展和安全的创新理论,并把它列为我国经济社会发展指导思想的重要内容、坚持和发展中国特色社会主义的重要方面以及中国共产党治国理政的重大原则。统筹发展和安全理论是一个完整的科学体系。从基本构成来看,统筹发展和安全理论体系主要包括以办好发展和安全两件大事为基本内涵、以相互交织的风险综合体为指涉对象、以坚持总体国家安全观为思想统领、以做好思想和工作两大准备为实践要求四个部分,它们共同构成了统筹发展和安全理论的基本框架与核心思想。
Maintaining national security and social stability is a major challenge that all countries in the world would face in the process of modernization.Since the 18th national congress of the Communist Party of China(CPC),the Central Committee of the CPC,with Comrade Xi Jinping as its core,has put forward the theory of ensuring both development and security.Ensuring both development and security has been listed as an important part of the guiding ideology of China's economic and social development,of upholding and developing socialism with Chinese characteristics as well as of the fundamental principles of governing China.As a complete scientific system,ensuring both development and security consists of four parts:taking the two major tasks of development and security as the basic connotation,taking the interconnected risk complex as the object of reference,adhering to the overall national security concept as the ideological guidance,and getting prepared for the worst scenario in ideology and action as the work requirements.These four parts together constitute the basic theoretical framework and core idea of ensuring both development and security.
