摘要
进入经济社会发展新阶段,加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,对政府营造平等性、自主性、法治化、市场化、国际化的营商环境提出了更高要求。在优化营商环境畅通双循环过程中,面对行政审批权力取消和下放的利弊权衡、行政执法自由裁量空间的宽严程度把握、产业扶持政策的短期利益与局部利益考虑等地方政府的作为考量,亟待夯实政府放管结合的制度基础以降低简政放权安全风险、以优化营商环境的政府作为目标为指归健全考核体系、健全营商环境法律救济机制以加强市场主体权益保障,推动地方政府积极作为,为各类市场主体投资兴业营造稳定、公平、透明、可预期的良好环境。
Stepping into a new development stage,carrying out the New Idea,building a new development pattern,promoting high quality development demand optimizing the business environment.To speed up the construction of a new development pattern with domestic circulation as the main body and domestic and international double circulation promoting each other demands optimizing the business environment of equality,autonomy,rule of law,marketization and internationalization to realize smooth economic circulation.In the face of logic of local government action to weigh the advantages and disadvantages of canceling or transfering the powers of examination and approval to the lower levels,to grasp the extent between the leniency and strictness in administrative law enforcement discretion,and to lack foresight and to pursue local benefit in the financial aid,it is necessary to firmly construct the institutional basis to combine devolution of powers and supervision to reduce security risk,and to optimize the evaluation system according to the action goal for government to optimize the business environment,and to optimize the legal redress system,in order to build a stable,fair,transparent,expected and good environment for all market players.
