摘要
抗日战争伊始成立的国防最高会议存在的制度性缺陷,致使副主席汪精卫在法理上和实际运作中都具有和主席蒋介石近乎等同的权力。汪精卫离渝叛逃后,蒋介石立即创建国防最高委员会,并授意秘书长张群组建国防最高委员会秘书厅。张群为蒋介石延揽一批拥有留学背景、曾在大学任教、从政经验丰富的幕僚人员。秘书厅在战时政治运作中,肩负起协调战时党政军各机构的重任,充分响应蒋介石的制度安排与集权需求。
The Supreme National Defense Conference,established in August 1937,helped Chiang Kai-shek to get rid of the troubles of daily government affairs while consolidating his personal authority.However,due to the institutional defects of the Supreme National Defense Conference,Vice-Chairman Wang Ching-wei had almost the same power as Chiang Kai-shek both in theory and in practice.After Wang Ching-wei’s treason,Chiang Kai-shek immediately established the Supreme National Defense Conference and instructed Secretary-General Chang Ch’un to form the Secretariat Office of Supreme National Defense Conference.Chang Ch’un recruited a group of highly theoretical and experienced staff for Chiang Kai-shek.This series of political operations had systematically eliminated the possibility of the appearance of next Wang Ching-wei.
