摘要
为了贯彻“以人民为中心”的发展理念,适应建设绿色生态宜居城市的需求,越来越多的污染性化工企业面临异地搬迁重建工作,而搬迁后的生态修复和工业遗产合理保护利用是亟待解决的问题。本文基于“量子纠缠”理论,遵循市场机制,动员社会力量参与,从“城市双修”视角对连云港碱业有限公司异地搬迁、生态修复和工业遗产保护工程进行科学规划,稳步实施,重点建设工业遗产展览和文创产业园区,重视对厂区和碱渣池的生态修复以及陈旧建筑的维护再利用,完善了城市功能,提供了更多的社会公共服务,形成了一套良性生态治理模式,为中小城市老工业地段生态修复和城市修补提供有益的参考和借鉴。
In order to implement the development concept of“people-orientation”and meet the needs of building a green,ecological and livable city,more and more polluting chemical enterprises are faced with the relocation and reconstruction work,in this way,the ecological restoration and reasonable protection and utilization of industrial heritage after relocation are urgent problems to be solved.Based on the“Quantum Entanglement”theory,this case will follow the market mechanism,mobilize social forces to participate,and scientifically plan the relocation,ecological restoration and industrial heritage protection project of Lianyungang Alkali Industry Co.,Ltd.from the perspective of“urban repair and ecological restoration”,and steadily implement the plan.At the same time,this case will focus on the construction of industrial park of heritage exhibition and cultural creation,attach importance to the ecological restoration of the plant area and alkali residue pool and the reuse of old buildings.This will improve the urban functions,provide more social and public services,and form a set of benign ecological governance mode,which provides a useful reference for the ecological restoration and urban repair of old industrial areas in small and medium-sized cities.
