摘要
由水泥工业应用可燃废弃物工程技术的发展可以看出都经历了两个阶段,即水泥窑炉协同处置"可燃废弃物"的初级阶段和水泥窑炉应用"替代燃料"的高级阶段。发达国家都早已步入高级阶段,因而热量替代率TSR都很高,一般都在30%~90%之间,有几个水泥企业都达到了100%。我国目前水泥窑炉协同处置的都是可燃废弃物,还没有应用真正意义上的"替代燃料",热量替代率TSR是提不高的,到2019年底,最高TSR只能达到3.6%,还有人说到2020年仅达2%。水泥窑炉只有应用替代燃料才能更大量地消纳城市生活垃圾等可燃废弃物,改善城市环境和面貌;更大幅度地节能减排和降碳,降低水泥生产成本并净化大气;可节省大量土地建设投资并保护资源;使水泥工业转型升级,实现可持续绿色高质量发展。为使我国水泥工业尽快步入应用替代燃料的高级阶段,为提前实现碳达峰预定目标和碳中和愿景作出积极贡献,我国当前应大力发展"替代燃料"产业。
At present,most of the co-processing of cement kilns in China is combustible waste,but it is not an nalternative fuelH that meets the European standard RDF."Municipal solid waste"is not an Malternative fueln,but a raw material made into"solid recycling fuel"SRF "alternative fueln;not all ncombustible waste" can be disposed of in cement kilns.Firstly,the application of alternative fuels in cement kilns can consume a large number of combustible wastes such as municipal solid waste,various sludges and hazardous wastes,greatly saving fossil fuels of natural resources and reducing cement production costs.Secondly,it can effectively reduce emissions,reduce emissions of carbon dust,greenhouse gas CO2, toxic and harmful SO2, NOX and other gases,completely eliminate secondary pollution such as dioxins,and improve the environment and urban landscape.Thirdly,it can save a lot of land,save construction investment and protect resources.Fourthly,it can transform and upgrade the cement industry,achieve sustainable green and high-quality development,and change the functional positioning of the cement industry.At present,China should vigorously develop the alternative fuel industry,so that the engineering technology for the disposal of combustible waste in cement industry will enter the advanced stage of the application of alternative fuels as soon as possible,and make positive contributions to the overall realization of the predetermined goal of carbon peak and the vision of carbon neutrality in China.
