摘要
党的基层组织是党的全部工作和战斗力的基础,是党的执政根基。充分发挥基层党组织在重大突发事件处置中的政治保障作用、组织动员作用和党员队伍的先锋模范作用是党和国家成功应对历次重大突发事件的宝贵经验。在新冠肺炎疫情防控中,基层党组织自觉担负起了领导疫情防控、协调社会资源、组织人民群众和疏导社会心理的职责。但由于部分基层党组织政治功能的弱化、基层治理主体的多元化、群众利益诉求的多样性和信息传播的网络化等因素,基层党组织在新冠肺炎疫情防控中的作用发挥面临着新的挑战。新时代的基层党组织建设应将提升应对重大突发事件的能力作为重要目标,进一步加强政治能力建设、治理能力建设、群众工作能力建设和网络能力建设,不断增强在重大突发事件中的政治领导力、社会动员力、群众组织力和舆论引导力。
The Grass-roots Party Organizations are the foundation of all the work and fighting capacity of the Party and its ruling.It is a valuable experience for the Party and the state to make full use of the role of political guarantee,organization mobilization and vanguard role of the Grass-roots Party members in dealing with major emergencies.In the COVID-19 epidemic prevention and control work,the Grass-roots Party Organizations have been consciously taking full responsibility for leading the epidemic prevention and control,coordinating social resources,organizing the people and offering psychological guidance.There are new challenges to the COVID-19 epidemic prevention and control because of the changes in the Grass-roots Party Organizations themselves and the social environment,such as the weakening of the political functions of some Grass-roots Party Organizations,the diversification of governance subjects,the diversity of the interests of the people and the spread of information online.In the new era,the Grass-roots Party Organizations should take improving the ability to deal with major emergencies as an important goal,including political ability,governance ability,network application ability and ability working with the people and constantly reinforce their power in political leadership,social mobilization,mass organization and public opinion guidance in major emergencies.
