摘要
面对复杂的就业形势,课题组对2020年河北省高校毕业生就业现状进行深入调查,在此基础上结合2021年的就业趋势分析河北省在此期间的应急管理实况,对于重大公共突发事件影响下河北省高校毕业生就业对策优化具有重要意义。史密斯模型是分析公共政策执行的有效手段,从模型分析入手,对理想政策、群体目标、环境因素和执行主体进行详细阐述,精准摸排政策实施过程中的有待改进之处,提出更加具有针对性的政策建议,进一步探索史密斯模型视角下河北省就业政策优化路径,建构可持续运行的应急管理机制,使其灵活适应特殊时期就业形势的新变化,有效缓解河北省高校毕业生就业压力,缓解重大公共卫生事件对就业的冲击。
Faced with the complex employment situation,this paper makes an in-depth investigation on the employment situation of college graduates in Hebei Province in 2020.On this basis,combined with the employment trend in 2021,it analyzes the emergency management situation in Hebei Province during this period,which is of great significance to optimize the Employment Countermeasures of college graduates in Hebei Province under the influence of major public emergencies.Smith model is an effective means to analyze the implementation of public policies.Starting from the analysis of the model,this paper elaborates on the ideal policies,group goals,environmental factors and implementation subjects,accurately finds out the problems to be improved in the process of policy implementation,puts forward more targeted policy suggestions,and further explores the optimization path of employment policies in Hebei Province from the perspective of Smith model,so as to build a new model The sustainable emergency management mechanism makes it flexible to adapt to the new changes of the employment situation in the special period,effectively alleviate the employment pressure of college graduates in Hebei Province,and alleviate the impact of major public health events on employment.
