On 26 June 2003,the aten-character policy's was put forward at an enlarged meeting of the Standing Committee of CPC Shandong Provincial Committee.The policy focuses on the space planning of implementing "expansion in the east,advancement in the west,regulation in the south,leapforward in the north,and dispatching in the center".Jinan,taking a new look that personifies its long history,profound culture,unique natural charm and sense of modernization,surges forward full of vigour.
