摘要
构建职责明确、科学规范的政府职能体系一直是中国政府改革的重点。当前实践中人们对政府职能的认识存在一定局限,对政府职能的把握过于抽象化,对政府职能的架构过于简单化。适应政府治理现代化的需要,应当构建多层次、多维度的政府职能体系,既要致力于整体打造,又要做强核心职能,还要注重精准服务。政府职能体系由宏观、中观和微观三部分组成。宏观部分立足于现有的政府职能定位,中观部分来源于现有法律的实际授权,微观部分则演化为实践中的清单目录。
It has been the focus of Chinese government reform to build a government function system with clear and scientific functions.In current practice,there are some limitations in people’s understanding of government functions,such as too macro function,too general function arrangement and too simple function structure.To meet the needs of the modernization of government administration,we should build a multi-level and multi-dimensional system of government functions.We should not only devote ourselves to the overall construction,but also strengthen the core functions,and pay attention to precise service.The government function system is composed of macro,meso and micro.The primary directory is the macro-position of the existing government functions.The second-level directory and the tertiary directory are the actual authorization of the existing laws and the four-level directory evolves into the list management in practice.
