摘要
百年未有之大变局下全球治理进入深度调整时期,急需凝聚价值共识以引领共商共建共享的全球治理体系构建。旧世界格局体系是基于西方发达国家对立价值逻辑建立起来的,已经在诸多领域内出现了亟待解决的全球治理难题。西方“普世价值”观是发达资本主义国家以西方标准统摄世界的价值诉求,实质是实现其霸权主义和强权政治的意识形态工具。基于西方“普世价值”观的全球治理是以“治理之名”行“统治之实”,结果造成了全球治理的普遍失效。基于文明交流互鉴的人类共同价值观将全世界人民的美好生活追求、最广泛意义上的人类命运共同体和最普遍意义上的平等对话协商三者有机统一于共商共建共享的全球治理实践之中,是百年未有之大变局下推动世界历史深度发展和全人类和谐共在的重要价值指引。
The global governance system is in a period of huge adjustment while the world is experiencing the unprecedented changes.It is urgent to reach a consensus for leading an approach to the global governance system based on extensive consultation,joint contribution and shared benefits.The world pattern in the past was based on the opposing value logic of western developed countries,and global governance problems which need to be solved urgently have appeared in many fields.The developed capitalist countries use the concept of"Universal Value",a western standard,to dominate the world.In essence,it is an ideological tool to realize the Hegemonism and Power Politics.The global governance based on the"Universal Value"is actually to realize its dominance in the world instead of governance,resulting in the general failure of the global governance.The Shared Value based on the mutual communication and learning of civilization unifies the pursuit of a better life for people all over the world,the community with a shared future for mankind and equal dialogue and consultation in the most general sense.This is an important value guidance to promote the in-depth development of world history and the harmonious coexistence of mankind under unprecedented changes in a century.
