摘要
我国教育部已经公布了高校第五轮学科评估方案,部分学科的评估指标中包含专利转化情况,如何从学科评估角度对学科专利进行分析评价,值得深入研究。本文以智慧芽专利信息检索平台为工具,以北京信息科技大学及其仪器科学与技术学科为例,对其2016-2020年学科专利进行检索聚类,并从纵向和横向比较维度,研究学科专利分析策略。主要对比分析了专利申请授权趋势、法律状态、专利价值、专利发明人及专利转化等数据和信息。通过分析指出该校此学科专利产出转化过程中存在的问题,为该校学科专利管理工作提供参考建议,并为第五轮学科评估中专利信息的分析评价提供思路。
The implementation plan of the fifth round discipline assessment for universities has been released by the Ministry of National Education.For some disciplines,patent conversion and enforcement is included in the assessment system.How to analyze and evaluate discipline patents from the perspective of discipline assessment is of research value.Taking Beijing Information Science and Technology University(BISTU)and the instrument science and technology discipline in BISTU as examples,the analytical strategy of the university patent in the fifth round principle assessment is discussed by using the Patsnap patent information retrieval platform.The patents from the year 2016 to 2020 of this disciple are searched and IPC clustered,and from the angles of vertical comparison and horizontal comparison the analytical strategy of the university patent is studied.The important data and information,such as patent application volume trend,patent legal status,patent value,inventors and patent transformation are compared and analyzed.After analysis,the problems in the process of patent application and transformation of instrument science and technology in BISTU are pointed out,and references are provided for management work in BISTU,and analytical strategy is given for university patent information in the fifth round discipline evaluation.
