摘要
安全始终是人的生存和发展的基本问题,建设更高水平的平安中国是实现高质量发展的紧迫要求,也是新发展阶段实现高质量发展的重要目标。这种“更高水平”平安体现的是一种更全面、更系统的大平安,是一种对更高质量美好生活的诉求,也是一种对更精准的危机预警能力的要求。建设更高水平的平安中国,必须强化辩证思维,统筹好发展与安全;必须掌握系统思维,坚持总体国家安全观;守住底线思维,提高防范和抵御重大风险的能力;加强战略思维,提高前瞻性思考能力;树立全球思维,确保外部环境安全。
Safety is always the basic problem of human survival and development,and the construction of a higher level of“safe China”is the urgent need to achieve high-quality development,is also an important goal to achieve high-quality development in the new stage of development.This“higher level”reflects a more comprehensive and systematic security concept,a desire for a better quality of life,and a demand of the times for a more accurate crisis warning capability.Dialectical thinking,good external development and safety;must master system thinking,overall view;hold the bottom line of thinking,improve the ability to deal with major risks;strengthen strategic thinking,improve thinking ability;thinking thinking,to ensure a safe environment.
