摘要
通过太原市污染源在线监控设施的建设、运维及监管现状,分析影响污染源在线监控设施稳定运行和在线数据真实有效的主要因素及监管问题,提出加强监管、专项检查及质控帮扶力度、强化属地管理职能优化内部处置流程、全覆盖推广在线监控站房安装门禁视频监控系统及远程质量控制系统、建设新型环保智慧化监管平台等一系列相应措施,保障污染源在线监控设施正常稳定运行和在线数据真实有效。
Based on the current situation of construction,operation and maintenance and supervision of pollution source online monitoring facilities in Taiyuan City,the main factors and supervision problems affecting the stable operation of pollution source online monitoring facilities and the authenticity and effectiveness of online data are analyzed.It is proposed to strengthen supervision,special inspection and quality control assistance,strengthen local management function,optimize internal disposal process,improve the quality control of pollution source online monitoring facilities.A series of corresponding measures,such as the installation of access control video monitoring system and remote quality control system in online monitoring station buildings,the construction of new environmental protection intelligent supervision platform,are fully covered to ensure the normal and stable operation of pollution source online monitoring facilities and the authenticity and effectiveness of online data.
