摘要
我国农村宅基地和住宅的闲置类型及其产生的原因各异:一是有关闲置宅基地的收回、退出等方面的规定尚不完善;二是农村宅基地流转不畅,统一的农村宅基地流转交易体系尚未建立起来;三是盘活利用制度不系统,宅基地盘活利用的配套管理机制、管理主体权责、管理流程等并不健全。各地在盘活利用闲置宅基地和住宅的实践探索中积累了许多经验:改造利用闲置住宅发展休闲农业和乡村旅游;以出租、合作等方式盘活利用闲置宅基地和住宅;对闲置宅基地进行集中整治后开展土地置换利用。这些经验启示我们,要重视制度的引领和规范作用,着力服务乡村振兴和乡村产业发展,要坚持农民主体地位和盘活利用底线。下一步深化农村闲置宅基地和住宅的盘活利用,需要进一步完善农村宅基地制度,系统构建宅基地管理政策体系,强化盘活利用的配套保障措施。
In China,the types of rural idle homestead and residence and their causes are various and can be summarized as the follows.First,regulations on idle homestead recovery and withdrawal are not perfect.Second,rural homestead transfer is not smooth and a unified rural homestead transaction system has not been established.Third,the institution of homestead revitalization and utilization is not systematic,and supporting management mechanism,rights and liabilities of management subject and management process are not perfect.Much experience has been accumulated in exploring and practicing the revitalization of idle homestead and residence,such as transforming and utilizing idle residences to develop leisure agriculture and rural tourism,leasing them out or cooperating with others,carrying out land replacement and utilization after centralized renovation of idle homesteads.Such experience teaches us that we need to attach importance to the function of institution in guidance and normalization,focus on serving rural revitalization and the development of rural industries,and ensure farmers subject position and never break down the bottom line.To further deepen the revitalization and utilization of rural idle homestead and residence,it is necessary to further improve rural homestead system,systematically construct policy system of homestead management,and strengthen supporting measures to revitalize and utilize.
