摘要
自"一带一路"倡议实施以来,西北边境地区的发展取得显著成就,同时也存在诸多问题和挑战,尤其是西北边境口岸建设对载地县市经济发展的促进作用不够明显,主要原因在于边境县(市)尚未很好地深度融入"丝绸之路经济带"建设。党的十九届五中全会明确提出要立足新发展阶段,贯彻新发展理念,构建新发展格局。因此,西北边境地区须在五中全会精神的指引下,从产业结构调整、区域协同发展、边境口岸建设、人才资源储备以及边境文化繁荣等方面综合施力,全力推进新发展阶段西北边境地区深度融入"一带一路"建设,进而推动高质量发展,确保本地区的安全和稳定。
Since the initiative of"belt and road"has implemented,great achievements have been made in the development of the northwest border areas,but there are also many difficulties,especially the role of the development of the border ports in promoting the economic development of the areas ports is not obvious,and the main reason is that the border counties(cities)have not been well integrated into the construction of the"Silk Road Economic Belt".The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China clearly put forward that we should base on the new development stage,implement the new development concept and build a new development pattern.Therefore,the northwest frontier region should take the spirit of the Fifth Plenary Session of the Central Committee as the guideline,and comprehensively promote the industrial development,regional coordinated development,border port construction,human resource reserve and border culture prosperity,so as to promote the deep integration into the construction of"belt and road"in the new development stage,and promote the development of high quality and ensure the security and stability of the region.
